Roosevelt Carter, I a Man of Monumental Faith, boundless love, and unmatched talent. His legacy is etched in the hearts of all who knew him.
Overseer Roosevelt Carter, I entered this life on June 16, 1944, to the late Deacon Enoch and Deaconess Mary Magdalene Carter of Leesburg, GA and was called to eternal rest on June 15,2025. Overseer Carter's journey was defined by vision, resilience, creativity, and service. He was a man of many callings— entertainer, pioneer, and faithful servant of God.
The Music
– A Soulful Legacy Long before he took the pulpit, Overseer Carter moved people through music. He began his career as a DJ in Brooklyn, New York, eventually becoming known as one of the best DJs in the United States. On WJIZ, he earned the title "No. 1 Soul Wax Man" and was famously known as "The Love Man – 6 Foot 2." He also worked with Atlantic Recording Company in New York City, New York, WDAS Radio Broadcasting Station in Pittsburgh, PA and WOAK in Atlanta, Georgia, where his rich voice and magnetic presence lit up the airwaves.
His contributions to the music industry caught the attention of Stax Recording Company, who honored him and signed him to a management contract representing legendary m artists including Isaac Hayes, Wyonna Davis, and Luther Ingram. In 1970, The Southwest Georgian newspaper captured the power of his influence with a front-page article entitled "The Whole World Belongs to Rosie Carter", praising his versatility in entertainment and unstoppable energy.
The Man
– Visionary, Entrepreneur, Trailblazer
A native of Leesburg, Georgia, Overseer Carter was a man ahead of his time. As an entrepreneur, he founded and led numerous successful ventures that impacted communities across Georgia and beyond.
He was the founder and president of Flint River Construction, where he served as a General Contractor with projects of regional and national significance. Among his proudest achievements was helping to construct Concourse E at Hartsfield-Jackson Atlanta International Airport. He was affiliated with prominent leaders including Atlanta Mayors Maynard Jackson and Bill
Campbell and collaborated on business ventures with Herman Russell Associates of Atlanta, one of the most prominent Black-owned construction firms in the nation. Overseer Carter specialized in building church edifices across the country.
As a pioneer in agriculture, he launched Carter Farms, producing livestock and various crops— and created Carter's Farm Peanut Butter, which was sold in Walmart and Kroger stores, a historic accomplishment for a Black-owned agribusiness.
Overseer Carter also made history in public service, becoming the first Black man to run for County Commissioner in Lee County, Georgia. He won his district of Chokee, but rules were changed to require county-wide wins, keeping him from being seated. Despite opposition, including an incident where his car was shot at in an attempt to stop his campaign, he never wavered in his commitment to justice and representation.
Overseer Carter was deeply engaged with world affairs and dedicated to expanding his
knowledge. His educational journey included attending Lee County Training School in Leesburg, GA, Announcing and Broadcasting at the Broadcast Schools of New York, as well as furthering his theological studies at Bethany Bible College and Theological Seminary with a Bachelors in Ministry and a Masters in Theology.
He was a visionary not only in word, but in work. His relentless dedication to empowering others stands as a model of Black excellence, resilience, and determination.
The Ministry – The Visionary and Shepherd
Overseer Carter began his ministry journey at Mt. Zion Baptist Church in Camilla, Georgia, and continued to serve at Ephesians Baptist Church in Albany and New Mt. Pleasant Baptist Church in Waycross, Georgia.
In 1984, God birthed in him the vision of First Monumental Faith Ministries, a dynamic and
Spirit-led church founded with his wife, Co-Pastor LaVerne Shinault Carter. For over 40 years, they built a powerful ministry known for its life-changing outreach, prophetic teaching, and unshakable foundation of faith.
Through First Monumental Community Outreach, Inc., he led the development of Job's Place, the area's first support program for individuals diagnosed with HIV/AIDS. His leadership also brought government-funded transitional housing to families in need, transitioning more than 15 families through over $600,000 in HUD support. As a Kingdom businessman, he created employment through the Monumental Development Center, where "Every Child Receives Monumental Start," and the Fluff-n-Fold Laundromat.
Overseer Carter also served as an Executive Producer of the Gospel CD "Monumental Voices of Faith" under Soteria Records, extending his ministry through music. He was the author of two impactful books, Freedom in Worship and Stuck in a Rut, sharing his spiritual wisdom and life experience with the world. Overseer Carter's life changing ministry reached the world through TBN, National and Local Television Stations and Radio Broadcasts.
Even after his diagnosis with an aggressive throat cancer in 2006, he never stopped preaching.
Cancer-free and triumphant, his testimony was a living declaration that "God is still a miracle- mworking God." His testimony of God's miraculous power continued when he encountered End Stage Renal Kidney Disease, by receiving a Kidney Transplant in his Seventies. His health journey was truly a testament to one of his favorite statements, "I'm a faith baby"!
The Family

Overseer LaVerne Shinault Carter, a faithful partner in life and ministry. Together they raised a beautiful family. His children, who will continue to walk in their father's footsteps of faith and service, Pastor RoDerald Leconte Carter (Lady Elizabeth) Leesburg, GA, Pastor Lorenzo Lopez Heard (Lady Leslie) and daughter in love, Attorney Marilyn Moss Carter, all of Albany, GA. He was also the proud grandfather of Jazmine Mace, Macon, GA, Zion Heard, Tallahassee, FL, RJ Carter, Leesburg, GA and Olive Heard, Albany, GA; all whom he cherished deeply. His legacy
lives on in their laughter, growth, and dreams. He also leaves to cherish his memories, his
siblings, sister Kate Askew of Albany, GA and brother Sam Carter (Sharon) of Chicago, IL; his sisters in love, Ida Carter of Miami, FL, Jacqueline Harrold, Albany, GA, Gloria Stills (Dr. Aaron) of Washington, DC, Yvonne Brown (Willie), Albany, GA, Valerie Riggins (Eddie) Auburn, AL, Glenda Chapman, and brothers in love James Morns, Albany, GA, Michael Morns (Dr. Carolyn), and Deacon Bobby Robinson, Jr (Leesburg, GA) and a host of nieces and nephews. He leaves to cherish his friendship, childhood friend, Rev. Booker T. Batten, longtime ministerial friend Rev. Alfred Reid and a host of friends. He leaves to cherish his legacy and teachings, a host of sons and daughters in the ministry and his beloved First Monumental Faith

Overseer Carter was preceded in death by his parents, Deacon Enoch and Deaconess Mary Magdalene Carter; his siblings, Pearl Sledge, Rodolpha Carter, Mittie Johnson, Ann Smith and Edward Carter, cherished children Judge Roosevelt Carter, II and Elder Renorta R. Heard, and beloved granddaughter Lydia Z. Heard.
A Monumental Life Remembered
As we remember Overseer Roosevelt Carter, I, we celebrate the man, the music, the ministry, and the mission that defined his life. His legacy is one of vision and victory, faith and fortitude, service and sound, legacy and love. May his soul rest in eternal peace. May we honor his life by carrying forward his example—living with purpose, walking in faith, and serving others with joy and power.
