Toni was born in Albany, Georgia on December 6, 1958. She was the third child born to Frankie Lee Holt Hill and the late Esco Hill.
At a very early age, Toni confessed her faith and belief in Christ and united with the First Bethesda Baptist Church under the leadership of the late Reverend J. A. Greer.
She attended the public schools of Dougherty County, graduating from Albany High School in 1976. She continued her education at Darton College (formerly Albany Junior College) where she earned the Associate of Arts degree in Office Administration.
After graduation, Toni moved to Augusta, Georgia to embark on a diverse and rewarding career. She was employed as an Accounting Clerk for the State of Georgia Department of Offender Rehabilitation in the Augusta Probation Office. In 1989, she relocated to Atlanta, Georgia and continued her career with the State. She retired as an ERP Business Solutions Analyst with the Georgia Technology Authority (State Accounting Office) in 2014, having rendered many years of dedicated service.
Desiring to serve her country and following in the footsteps of her two older brothers, Toni enlisted in the US Navy Reserve in 1986. During her time in the Reserve, she served as a Logistics Specialist; engaged in several deployments (vacations, as she often described them); and advanced to the ranks of Chief Petty Officer and Senior Chief Petty Officer. While in the combat zone, she advanced to the rank of Master Chief Petty Officer. Toni received numerous commendations during her service time and she served with distinction in the senior enlisted position of Command Master Chief of Navy Cargo Handling Battalion 12 until her retirement in September 2014.
On April 6, 2018, Toni took her last breath that completed her circle of life surrounded by her mother and daughter. In addition to her father, she was predeceased by her brother, Ezecal.
Fond memories will forever be cherished by her loving mother, Frankie L. Hill of Albany, GA; her daughter, Latesha Munns of Decatur, GA; brother, Lenza F. Hill (Olesha Shorter) of Douglasville, GA; step-brother, Reverend Dr. Curtis J. Haynes (Emma Jean McIntyre) of Port Orchard, WA; three nephews; aunts and uncles; and numerous cousins, co-workers, friends, and sailors.
